EO 464 is an Abuse to the Filipino People.

I guess, EO 464 doesn't apply to an ordinary people like you and me.

Who are covered under EO 464:

1. Senior officials of executive departments who in the judgment of the department heads are covered by the executive privilege;

2. Generals and flag officers of the Armed Forces of the Philippines and such other officers who in the judgment of the Chief of Staff are covered by the executive privilege;

3. Philippine National Police (PNP) officers with rank of chief superintendent or higher and such other officers who in the judgment of the Chief of the PNP are covered by the executive privilege;

4. Senior national security officials who in the judgment of the National Security Adviser are covered by the executive privilege; and

5. Such other officers as may be determined by the President

How a Government Works.

1. Legislative = Congress/Senate - Makes bill that will be signed by the president which will become the law.

2. Executive = President (Election or People Power or Coup) - signs bill into law.

3. Judiciary = Supreme Court/Davide - enforces law.

How a Government Works.

Enforcing of Laws is part of the Executive Power. Judicial power includes interpretation of laws, duty to settle controversies involving the rights which are legally demandable and enforciable and other rights stipulated in the constitutions.

EO 464 doesn't entirely paralyzed the power of the Legislative to investigate praud and corruption. Only those officials of the executive department which are covered by executive privileges, generals and other officers of the AFPand PNPÂ* which are covered by executive privileges and national security officials which are also covered by executive privileges.

EO 464 makes Congress and Senate powerless on any Probe or Investigation.

Any powers vested by the constitution in the Legislavtive department can't be intervened by any Executive Orders. The legislative department still have the power to summoned any officials in the government for investigation.

Actually, EO 464 doesn't hampers the legislative function. This is only shows that Legislative department has their own constitutional powers and functions. EO 464 will show how the Legislative and Executive departments deemed as separate entity.

Errrr....Have you read the entire Executive Order 464? EO 464 warns to those officials which are covered by executive priivileges not to testify in the senate/congress for any investigation without permission from the president.

EO 464...... ummmmm.... it is a battle in the higher officials...but as an individual citizen, let's ask/evaluate ourselves on what should we can offer/contribute/do to make our country better than today...

@ websniper: Practically all officers of the government are covered by EO 464. Just read the phrase, " as may be determined by the President." That is arbitrary and that is sweeping. The intention of the government is to clip the power of Congress to investigate anomalies of the government. The intention of GMA is to deprive the Congress of its power to counter check the abuses of the President.

GMA is abusing her power (kuno!) against a co equal branch of government by issuing a very UNCONSTITUTIONAL order ala Ferdinand Marcos style Presidential Decrees.

Every responsible legal mind in this land already declared the EO 464 is illegal. But the alipures of GMA still defend the stupid EO (Engot Order 464). What do we expect? These people are panicking, they knew, their president is illegal, so anything they do is illegal. So why bother legality. This illegal Chief Executive tries to project strenght but I see none of this, its ARROGANCE in the highest level. Everything is front, buying time is the game plan.
