OK, let us summarize all the facts:
(1) Dolores Kapalangan said she checked and found out she already paid the house from GSIS in full.
(2) But her house is now being claimed by a certain Pol Zulueta.
(3) Its because GSIS declared the property vacant.
(4) GSIS refused to release the title to Dolores and she is now facing eviction from her own house.
now the questions:
(1) Does she really have proof of payment for the house? in full? Does Zulueta have proof of payment also?
(2) Why is she saying, ""When I checked with the GSIS, I found out that I had paid for it completely." Makes me wonder...Isn't she supposed to know that she already paid in full? Why only check now?
(3) Did she already visited GSIS to complain about the problem? Was the declaration of the property as "vacant" have sufficient grounds?
Now, if indeed, per records show that there are two buyers of the same property, then legal remedy may be a solution. I know that her joining BIGKIS is a freedom of protest but her problem cannot be solved just by barking in the streets. Who knows, maybe one of GSIS computer encoders made that mistake. and by that mistake, the entire GSIS could be held liable. if it means suing GSIS for that matter, so be it. But that problem could also be solved by a simple visit to GSIS and not in the streets.
sa wa pa c WGarcia sa GSIS, the institution is facing financial and operational problems. It has been said per records (even by some politicians) that GSIS will be going bankrupt in 5 years...
so if we say "sukad c Winston ang GM sa GSIS, daghan kaayo ug problema", well, GSIS has a lot of problems even long before WGarcia was GM, FINANCIALLY and OPERATION-WISE. The problems before may not be Claims & Benefits but lots of frauds and anomalies going on that was now eliminated/minimized during his time. The problems before may not be Claims & Benefits but GSIS financial performance which with the help of Winston, was turned around.
I am not denying that GSIS is beset w/ problems nowadays which are more on their modernization programs that resulted to some disadvantage to members. But i am also not denying the good things Winston has made to the financial management and hard decisions he made like all necessary changes possible to keep us at par with today's technology.
Call it a dilemma...

GSIS saying that she already paid the prperty is already a proof of full payment.Im sure naa gyud na siya papers nga nagunitan.Besides dili namn tingali dapat nga mo check sya now and then sa iyang nabayad kay automatic deducted namn na sa ilang payroll bilang public employees ug member sa GSIS.Mao na ni ang resulta sa kadaghan sa naapilan nga kompanya sa Presidente nila.Dili efficient ang iyang trabaho.
it is not GSIS saying she already paid in full. It was Ms. Dolores herself who said that she checked and found out she already paid in full. The problem is, nowhere in that news article stated that GSIS confirmed this as true (yet).
yes, if she has proof of payment, naa iyaha tanan papers, then that solves part of the problem.
about the checking now and then about contributions as not anymore necessary, u r correct about that. but as a concerned contributor and member, common sense dictates that u should from time to time...same goes for SSS and Philhealth...
There are a lot of subdivisions nowadays which compromises from Phase 1 to 5, under those phases are the blocks, and under those blocks are the house number or the lot number.
Example.
-- Phase 1, Block 5, Lot 20
-- Phase 3, Block 6, Lot 32
-- Phase 5, Block 10, Lot 45
My guess is that a GSIS employee may have encoded a wrong Phase, Block or Lot on their lists of assets for sale. Example..
Actual house -----------> Phase 2, Block 5, Lot 5
Mistaken house --------> Phase 3, Block 5, Lot 5
When Dolores Kapalangan said "When I checked with the GSIS, I found out that I had paid for it completely", I presume she asked for a copy of at least a subsidiary ledger of her payment with a zero outstanding balance.
Ang ako lang hibulngan is that GSIS declared the property vacant(no occupants), but the suppose buyer didn't bother cheking the house first before paying for it.
reminder to retiring/ or government employees with loans to GSIS or other agency. Please make sure your payment are updated. you are authomatically deducted from your salary of your current loan, make sure you get regular print out of your payments, and make sure that if payments have been completed you have a certificate of full payment and get the title of the property if its a housing loan, this is your assurance that if records are clear and your are also cleared of any liability. this will also insure that the remaining family members will surely be the rightfull owners in case you would pass away.
