The best way is to get a router. Highly recommended for you.
The hard way is to get a second NIC for the PC (or you know, to make it more complicated, get a second NIC for the laptop via the PCMCIA slot), and configure the computer with the 2 NICs with Internet Connection Sharing (a la Windows XP, there must be something similar with other operating systems). The computer with ICS on, should well, be always on all the time if you want the other computer to be connected all the time.
