‘Finish north road project’
CEBU CITY, Philippines - President Gloria Macapagal-Arroyo on Monday displayed her famous temper when she learned that her priority road project in Cebu has not been completed more than a year after its groundbreaking.
Arroyo ordered the contractors to work double time after she noticed hardly any improvement on the construction of the North Coastal Road since her last inspection in 2007.
The President instructed Department of Public Works and Highways (DPWH) Secretary Hermogenes Ebdane to make sure that the contractors work for 24 hours, seven days a week until the project is completed.
“My God, this is a major project and it has been a year (already),” Arroyo told Ebdane. The Secretary simply nodded his head and said “yes, Ma'am” to the President's instruction.
When Ebdane continued with the briefing, Arroyo cut in again and asked Ebdane “So you are going to work three shifts?” Ebdane replied: “Yes, Ma'am.”
If the contractor will not be able to finish the project on time, Arroyo said he should be changed.
“If they can't do it then we better disqualify them,” said Arroyo who stayed at the site for about 15 minutes before flying to San Remegio town to inspect other infrastructure projects in the fourth district.
“Because we wasted a year, they have to be disqualified. Disqualify them...” she said.
Ebdane admitted that there was a delay in the Cebu North Coastal Road Project (CNCRP) due to the slow releases in the budget. He told Cebu Daily News that there were difficulties in the procurement because the amount in the budget was relatively lower than the current prices of materials.
He also clarified that the President was referring to the local contractors of some phases in the projects. Ebdane declined to name the contractor the President was referring to.
“As to the Ciriaco Construction (the Cansaga bridge contractor), the contractor is performing well,” Ebdane said.
The CNCRP, which is about 9.45 kilometers long, will stretch through the coastal barangays (villages) of Mandaue City and Consolacion and Liloan towns along the western seaboard of the island of Cebu.
It was mentioned by Arroyo in her 2007 State of the Nation Address as “one of the important infrastructure projects of her administration” because it will serve as a gateway to the north of Cebu.
Arroyo led the groundbreaking rites of the CNCRP, worth about P2.3 billion, in Barangay (village) Paknaan, Mandaue City in April 2007.
The project, which is aimed to induce economic development in the area, is divided into two packages, according to the DPWH website.
Package 1 consists of the proposed 1.39-kilometer road from Barangay Paknaan in Mandaue to Cansaga Bay in Consolacion. The stretch will include the 684.13-meter bridge that will connect Mandaue and Consolacion.
The second package, amounting to P581,775,000, will start from the second approach of the proposed bridge towards Barangay Tayud. It has a total stretch of 8.06 kilometers. The second package also includes an underpass and a pedestrian overpass.
Engineer Nilo Pamayla-on, Metro Cebu Development Project director, said the bridge in Cansaga will have piers similar to that of the Marcelo Fernan Bridge.
Package I is sourced from the regular infrastructure fund of the national government. Package II is now being processed by the National Economic Development Authority for foreign loan financing.
In 2007, President Arroyo released P55 million for the acquisition of the road right-of-way and P45 million for the civil works, the DPWH said. The agency's Undersecretary for the Visayas operations Rafael Yabut said in his report that the phase one is now 72.9 percent complete.
In 2008, P400 million was allocated to cover the continuation of the Cansaga Bridge construction and approaches, consultancy services and administration cost. The construction of the bridge started last December.
Some P999.2 million will be released in 2009 and P809.4 million in 2010 for payment of the rest of the road right-of-way acquisition and the completion of the entire project before the end of Arroyo’s term in 2010.
Arroyo arrived at the Cansaga Bay in Barangay Paknaan, Mandaue about 9:50 a.m. with Ebdane, Cebu Governor Gwendolyn Garcia, Mandaue City Mayor Jonas Cortes, Representative Nerissa Soon-Ruiz of Cebu's 6th district and acting Cebu City Mayor Michael Rama.
She walked around the anapog-paved area where the 694-meter bridge is to be constructed.
She frowned upon looking at the billboard about the bridge-project but not a single structure had been put up. She again turned to Ebdane and reminded him to disqualify the contractors.
She saw trucks were busy pouring limestone on several portions of the approaches of the proposed bridges. The President saw the dusty pavement from the former Paknaan shoreline toward the proposed approaches of the bridge.
The President noticed little improvement on the project since her last visit in 2007 when it was supposed to be completed in 20 months. Arroyo said she wanted the bridge done by end of 2009.
She stayed for 15 minutes before boarding a presidential chopper for San Remegio town, 109 kilometers northwest of Cebu City. She shook hands with Paknaan residents who waited to catch a glimpse of her.
She arrived in San Remegio about 11 a.m. after conducting an aerial inspection of the road projects in the 4th district.
San Remegio Mayor Mariano Martinez and Representative Benhur Salimbangon briefed Arroyo on the completed dredging of the 40-meter wide Hagnaya port channel and the status of national road rehabilitation projects in the 4th district.
Arroyo and her party had lunch in Salimbangon's home before leaving for Aloguinsan, a southwestern town, about 12:30 p.m.
Martinez said the dredging of the Hagnaya port and its planned expansion would revive the operations of the roll-off-roll-on vessels plying to Masbate. At present, the port serves as gateway to Bantayan Island, a known tourist destination.
Arroyo had approved the proposal of Salimbangon to expand the Hagnaya port.
According to Salimbangon, Arroyo wanted road repair projects implemented in the 4th district especially in areas where there are resorts.
“We are very much behind in our infrastructure projects and the President agreed,” said Salimbangon who won his first election in 2007.
He said the national government through the Cebu Ports Authority (CPA) approved the allocation of P10 million for the port expansion project that would be implemented soon.
Salimbangon said Arroyo was disappointed seeing the condition of some roads. She also noticed that roads leading to five-star hotels on Mactan Island were too small.
“The President said it's frustrating that some five star hotels are with second to third class roads,” Salimbangon said.
She also wanted the repair of the Tabuelan to San Remegio road that is located in the 4th district of Cebu completed within the year.
The about 20-kilometer project which connects to beach resorts in his district, is already 75 percent complete. But there was still a need to source funds on top of its initial funding of P50 million to finish it.
“Hopefully mahatagan ta ug additional funding nga masulod sa 2009 budget,” he said.
In Aloguinsan, Arroyo inaugurated the 2.3-kilometer road project that connects Toledo, Pinamungajan, Aloguinsan and Mantalongon Road in southern Cebu.
Representative Pablo John Garcia of Cebu's 3rd district thanked Arroyo for making the project possible and helping him fulfill 75 percent of his campaign promise.
The project was part of the 38.5-kilometer road concreting project. The rest would be completed as soon as allocation was released from the Office of the President.
Only nine kilometers of the entire road project had yet to be concreted. For that, an additional funding of P180 million was needed or P20 million per kilometer.
Arroyo took pride in inaugurating the road project as it shortened the travel time from Cebu City to Toledo City, a distance of about 50 kilometers.
Arroyo laughed when Aloguinsan Mayor Cynthia Moreno recalled the days when her constituents would easily be recognized by their powdered white hair due to the city's dusty roads.
