with the new system sa LTO, di na na mosalir pre...they can't tamper with the LTO database anymore (unless it's central LTO Manila)

mkapalit lage ka ug "hot" car pero masangit gyud ka sa TMG or LTO. mao btaw na ang mkapalit mgproblema gyud ug renew sa registration. samot pa gyud kung ma confiscate...look what happened to Soon Ruiz..

Bro ang mahitabo ana is DOUBLE JEOPARDY sa CONSUMERS . Nakapalit sila ug " papered " na HOT CAR from the BUY and SELL people and then masangit sila sa TMG or LTO na pod unless ila na sad ipadangogan ang LTO or TMG aron dili na siya mahimong HOT CAR .

Kadtong kang SOON RUIZ .... sinsiyo ra to IMHO with political issues pod to , BMW for her is nothing , 2nd hand pa gyud . Have you seen her garage bai and what vehicles are parked in there ? Dili tantong mga sakyanan pod na some are only sold outside the Philippines .

With the new system of LTO ... it will improve transparency but it wont guarantee any zero tolerance of bribery and extortion . Naa man gani kabuang sulod sa embassy palargahon mga dili angay makalarga kana na bang local agencies lang hehehe runned by people who only earns 25K a month with 5 girlfriends and owns 3 condominiums under someones name .

Kuyaw ani makapalit ta og second hand nga sakyanan from these car dealers tapos hot cars diay ato napalit. Unsaon nalang pag refund ato nabayad tsk tsk tsk

bro, kana imong giingon nga double jeopardy dili ra LTO or TMG ang ma blame ana. Hasta ang nka palit nga tanga ky wa gipa check ang records daan. kung papered nga "hot car" it could've happened months or years ago nga wala pa ang new LTO system ug wala pa nangalagpot tong mga taga LTO allegedly involved ug scams like Alex Leyson, Gador, etc...

besides, you cannot say all buyers of hot cars are BUYERS OF GOOD FAITH. Sometimes they knew all along...

and AFAIK, car smugglers nowadays resort nlng ug carnapping ky dili na muagi ug Customs.

i know Soon-Ruiz is richy rich but the fact nga naproblema iyang BMW is a sign that no matter how powerful or influential u r, kung maigo, igo gyud ka ug operation.

of course, the new LTO system will improve not only transparency but also deters crimes like these...and also of course, no system is perfect to have zero defects. at least naay improvement kaysa wala...

That is true bai considering if the consumers are like you and me who knows what to do in times like purchasing a vehicle and what to do . The problem is dili tanan , they may have the buying power but what they dont have is the knowledge of what they have bought and the actions to be done so one can be a satisfied consumer . The very first time I bought a vehicle , I never knew about SURPLUS vehicles pero nailad gihapon mi because we paid the amount for its counterpart which is te local units value .

besides, you cannot say all buyers of hot cars are BUYERS OF GOOD FAITH. Sometimes they knew all along...
I was referring to the consumers who go to the BUY and SELL people , the private sector baga . If you are in the buy and sell business , you wont buy a vehicle in the hands of a fellow buy and sell businessman . ANg mga naa sa BUY and SELL ang mga tang-an na kay ilaha gud na siya na linya .

and AFAIK, car smugglers nowadays resort nlng ug carnapping ky dili na muagi ug Customs.
The buy and sell people are still liable to whatever sanctions and charges applicable to the HOT CAR since they are the ones who knew all along . Sobra pa sa PIRACY hehehe ...

That is true but why is it only to SOON RUIZ ? Ngano wala man sila Osmena ? Rama ? Garcia's ? GUllas or even si Abellanosa ? My point is bai , POLITICALLY MOTIVATED gainst to Soon Ruiz to siya to degrade her image , morales and reputation .

of course, the new LTO system will improve not only transparency but also deters crimes like these...and also of course, no system is perfect to have zero defects. at least naay improvement kaysa wala...
Maayo gyud intawn if its for the better and not only for sugar coating .... mas mo bilib pa ko bai if ang unahon nila ug improve is to eliminate the FIXERS , practical pa kaayo na effort for the betterment .
