I have a dual wan, and with 2 ISP, there is no issue at all... Access to all connected PC's in the local lan is no problem.

Our BayanTEL gives out static IPs. In our PLDT line, we use DHCP for the rest of the PCs.

Just add a NIC on PC#1 then connect to the other network. I think that will do...

i go for adding an extra lan card for pc# 1

BUT if the two modems act as modem/router

configure the LAN side of the modems to have a different series

add additional ip address to pc # 1 thru advanced options.

in this network, the pc 2, pc 3 and pc 4 can access pc 1. vice versa.

    ours is much more complicated....

a view of my current ip addresses

notice the two ip series that i added 201.197.186.X and 202.197.186.X
