I do not believe that a cheater is always a cheater..Although, the fact that he cheated once means that he can do it again..
However, change is the only permanent thing..Everyone is capable of changing if and when he decides to..Most of the time, there is something or someone who can motivate the person to change..But, it will always depend on the person whether he wants to change or not..
