do you have another drive in that cable? maybe that cable is defective?
IDE cable can facilitate two drives, and the RULE should be, one drive shall be 'Master' and the other shall be 'Slave'
in each IDE channel, (Primary IDE, Secondary IDE) you can have a maximum of four drives, two masters and two slaves....
Drives detected by windows depends on how many partitions your have in your drives.
