The Mantawi Festival Foundation which was only a one day a year
activity was chaired by Teddy Ouano had a budget of 4 to 5 million.
The ACERT has a budget of 2 million annually for salaries only.

Now, if the COA did not mind Mandaue's giving 4-5 million of our
taxpayers money to the NGO Mantawi Foundation, why should it complain
when ERUF (which a world widely recognized NGO)
will be given only 1.5 million so it can serve Mandauehanons better?

The Teddy Ouano headed NGO Mantawi Foundation had its business address
at the Mandaue City Mayor's Office! It is like mayor Teddy giving money to
himself being the chairman of the said foundation! And the COA didn't
mind this at all then! Why is Biano so concerned about COA when the
money involved with Mantawi Foundation is more than double what Jonas
is asking for ERUF?

ERUF is, hands down, superior to ACERT in all aspects of their similar
mandates.

The 4 - 5 million budget of the Mantawi Foundation was only for a one (1) day affair. 4 million for a one day affair whose origins are, to put it kindly, suspect.

jonas is asking only for 1.5 million to fund a garage and quarters and a little stipend for ERUF volunteers who will give service to Mandaue's citizens (the oppositionist opposition's families included). And then we will be the beneficiary of a donation from the City of Harlemermeer of 2 used but comparatively modern fire trucks (to be manned by ERUF volunteers) to supplement the 20 year old firetrucks running in our city today.

But the city council is stonewalling this good plan for Mandaue's citizens.

I am a mandauehanon. I grew up in Mandaue but moved here to the states for greener pastuers. I miss home. I am saddened to know that mayor jonas cortes cannot implement his plans for mandaue because of his ignorant councilors. I know Mayor Jonas personally and he is a very humble, generous person. Maayong taw gyud. Mandaue is very fortunate to have him as mayor. This opportunity from the dutch is a blessing. The opposition should stop their bickering and politicking kay humana ang election. They should start working for mandaue city and its people. They are not concerned for the people at all.... They only have one concern right now.... to win the next election and have somebody from their party sit at the mayors office so they can continue with their corrupt practices ( lampost, shabu lab, mantawi festival etc)


I hope Mandauehanons will think about this and start working and helping out mayor jonas because he needs all the help he can get. Mayor Jonas once said,.. "i will die first before i tarnish my father's honor" And he is a man of his word.

mag apil apil ko ha, tho im from lapu-lapu and an ERUF volunteer way back 1992 we are the first batch that started the operation of ERUF in lapu-lapu, it is just fitting that ERUF will have its base in mandaue, for one ERUF started in mandaue as MERU, its is just time that ERUF will return to where it started, mandaue is is also a strategic location, that can bridge the two existing stations in cebu, lapulapu, together the 3 stations will be more effective in its service, naa man gani station sa negros, initiated by eruf pero ang mo operate ky ang ONE Rescue (Oriental Negros Emergency Rescue), mandaue pa kaha nga nara sa doul, hopefully it will soon be realized na mobalik na ang ERUF sa mandaue

Allow me to post an historical note about ERUF.

When the Anthrax scare spread all over the world after the atrocity in
New York on 9-11.

There was only one organization in all of the Philippines that had a
HazMat suit or Hazardous Material suit that could handle the Anthrax
threat, had it reared its ugly head, in the Philippines. And that was
the Emergency Rescue Unit Foundation of Cebu and this was so because
