If by Cebu province you mean outside of Cebu City, try Kay-Ken's lechon in Tabunok Talisay behind Gaisano Fiesta Mall.
If within the city, try Angelina's restaurant along Banilad Road just after the Chevrolet showroom. They arguably have the best thin crust pizza. For pasta selections, it's best to order from the specials board and consult the owner for recommendations.

Golden Cowrie in Lahug and SM. Good, authentic Filipino food at surprisingly affordable prices. The bottomless rice is a plus as well. I've learned it's better to have a reservation as the place is usually packed during lunch and dinner.
