American R&D Companies have this "gentleman's agreement". Meaning you cant apply to other american firms (ex. Lexmark-Lear-NCR) if you are one of the listed companies. This prevents the spread of company's intellectual property and "to the highest bidder" method.

Hi pinkbraces... done my 2 interviews at lexmark first is Foreign guy then second ang manager sa department man cguro to.... then after ingun cya na the last interview will be with HR na daw, tawagan ra daw ko sa HR. Unsa kaha to noh dawat naba or wala pa gihapon?

It's usually HR personnel who will do the last interview...then once you pass then
you will be given a Job Offer
