they have an api that generates an xml feed containing not only the country but also the city and geographic coordinates -- see http://api.hostip.info

if your location is not found, you can also update their database.

for php you can try geoip, it's very easy to use, with updatable db.... but if just want to know the loc of an certain ip you can try ip-adress.com
