@goryo13: yes, u r right. it is the CITOM that does impounding of vehicles. But they have a private contractor (Jade or somethin) that do these things for them. Kung impound, impound gyud na. walay lusot...i think 15min ra man cguro ang tagal sa usa ka motor or awto nka illegal park b4 nila i-tow.
