basically, that's the minimum number of public ip's ISP can provide. If they provide /30 subnet, which has 2 useable IP's, it is then useless for LAN. One for the ethernet of the router and the second for your server (only 1 server). And since most SME's/corps requires multiple servers, thus they need multiple ip add's.
