    BIG FOREIGN banks UBS and JP Morgan have reversed their bullish outlook on the Philippines, lamenting that the much-lauded progress in the government's fiscal dynamics could fizzle out amid the political turbulence.

    In separate reports dated July 13, the two banks said that even if President Gloria Macapagal-Arroyo were removed from office, Vice President Noli de Castro might be unable to carry out tough economic reforms, thus narrowing the country's options down to a possible constitutional change.

    "The bottomline is whether Arroyo stays or goes, in the current situation it will be very difficult for Philippine markets to perform well, at least in the near term," UBS economist for Southeast Asia Christa Janjie said.

    JP Morgan analyst Sin Beng Ong said: "What is clear is that the fiscal outlook for the Philippines has taken for the worse with the recent political uncertainty."
