This issue is not only about national policies. The issue is also about literacy and affordability. Are the poor that unlucky for most of them are illiterate and cannot afford to buy a Bible? Are the poor so unlucky, that instead of reading the Bible, they think of how to make their ends meet?
And what about the countries which prohibits people from reading the Bible? Are the people on those countries automatically go to hell? If not, then they are not unlucky then, I will consider them lucky for even if they hadn't read or heard about Christ, they'll go to heaven anyway(Assuming they are really that good, better than most Christians perhaps). They are not unlucky, but blessed are they.
