ey 123456...i suppose you're running a winxp os so i've checked the 169.21 version of the driver update that you downloaded...so far there've been numerours problems with the said driver, especially running the WoW or Warhammer...i don't know if this will help but it surely is a fix after doing a tedious trial-and-error:

kindly dig for a Version: 91.31, it's a way, way old driver designed for older models and specifically for the xp/2000 tech and the latest support is only until the 7950 GX2...

if it won't, an OSRI would be practical...

OSRI is Operating System Re-Install...if the frequency issue is fixed, most said that the issue appears mostly on CRT systems and will have minimal effect on FLPs...pero the recent FX 5500 driver update hasn't been stabled...try using the OEM, kato bitawng original na naa sa Disc...

before installing the video driver, kindly do the ff. steps:
1. Disable start-up items and non-ms services sa System Configuration Utility.
2. I-manual ug start ang Video Adapter sa Services, agi lang ka sa Computer Management by righ-clicking My Computer and selecting Manage.

After nimo ma-reinstall ang OS, chipset, video driver ug other drivers...try dayon ang WoW, setting the display resolution to the minimum nga supported for both Video Card and Monitor, try lowering the Hardware Acceleration as well.
