Free will: Absolute or Not? Should all the blame be upon humanity?

I think we should know first what really FREE WILL being given by God.
Was it from time to time? I mean everyday in our life we made decision based on our FREE WILL?
Or the FREE WILL being mentioned in the bible is a one time decision?
