It can be the firewall.
That is why I am requesting the OP to post his "arp -n" results.
Ethernet arp's shows MAC addresses even with firewalled PCs provided they are inside LAN domain and packets are not forwarded.
To the OP, just post your arp result so we can help to diagnose your problem.
