You want to run DNS server yourself? You must have a machine always reliably connected to the internet and run BIND. If you want your users to manage it, read about CPANEL. These are not easy. Not for beginners.
For mail server, I don't know the default mail transport on SUSE, but should already is installed. Exim most probably, read about it.
You can set users to have admin rights. Just add their username to /etc/sudoers. But you should trust them for they will have full control of your server.
