The master plan is great. It is great to have these visions. This is looking beyond decades of infrastructure capability to improve Cebu. But on what I have observed over the years on urban developement, our country forgets to improve the old roads, old streets, sometimes streets that doesn't have sidewalks, small bridges, make alternate routes, old lamp posts etc, which is currently being utilized mostly by the people. Why has traffic problem areas not part of the master plan for Cebu? (Take a look at banilad, talamban, capitol to guadalupe (although it was improved but I am not contented) South highway (slimming the center islands can be a good suggestion) North highway, Colon and downtown areas! (Wa na jud ni pag-asa?)( Dili na daw ga baha kaayo sa downtown? Great Job!)
How I see it, the master plan might just turn out to be long term expense, which is hard to get an ROI. Hey, the money came from taxes. Take a look at SRP (South Road Projects) What is it really for? Was it made to be an alternate route? For business? Or for getting kickbacks? This is part of the master plan yes? For me it great to have the SRP, but for one thing... it is NOT EARNING! In the first place, they(The Planners/ Politicians) should already have "ready" customers/ clients for this so once the project is done, it can already be inhabited by businesses. Take a look at SM north wing. They already have waiting tenants who are just waiting to occupy the spaces, that is really the reason why north wing was built. Can we build Cebu for more measured reasons not just because for beautification but for the reason of how usefull the infrastructures will be. The SRP should have been built because there are ready tenants. Oh, a few more things about the SRP, the roads are small, it has "bottle neck" roads, it should have been equal or wider than North Reclamation( and North recla has bottle necks pud )
In a general sense, the planning of Cebu lacks the coordination with its present tenants or the other way around, no team work. Take a look at the New Sacred Heart School. Did the jesuits coordinated with Cebu officials of there plans? Or when the Jesuits purchased the lot, it should already have rung a bell to urban planning on years on months so they could have adhered to what is needed - A WIDE ROAD ACCESS!
Also in a general prospective, Our Government should adhere to expenditures. Our Gov't should cut its expenses as well as cut the expenses of the Filipino People. Better roads means less gas consumption, will equal to a happy Filipino. With less expenses will equal to less borrowings (debt). With less expenses will equal to less taxes will equal to a Happy Filipino.
