it didn't say that the scripture is the foundation and pillar of truth. rather it says the church, and the church is a hierarchy whose teaching authority is handed down "thru the laying of hands of the presbytery". presbyters and elders who were given the power to loose and bind. and that very sentence to the jews simply mean that those people who were given such authority are God's mouthpiece on earth. the power handed to them is no ordinary power because it gave them the ability to freely interpret anything through the guidance of the "holy" spirit.
if you want to find evidence of a hierarchy. try to read acts and timothy. and even judas had to be replaced immediately because the book says:
For it is written in the book of Psalms, Let his habitation be desolate, and let no man dwell therein: and his bishoprick let another take. - Acts 1:20
