ConvertXToDVD does that. altho it has NO multicore support since it still takes me 30mins to encode a 2hour video going from single to quadcore.

Opensource/free. console mode only but can also encode to any format and very fast.

linux and windows.

Most encoders are frontend only to mencoder.
