This will not solve corruption but, it may be give some measure of deterence. Perhaps, more transparency like real-time websites for all government agencies, which lists every proposal and project detailing: rationale, people, and amounts involved.

somtimes filipinos want to gain connection.. how? by giving something to officials, in doing this u win everything, the heart of the public officials, a speedy transaction, priority and a good social investment , ok ra na sya sa mga kwartahan pro ang pobre they hav to bare.. the winner takes it all..

Simple. Stop being corrupt ourselves. There will be no corruptors if there are no corruptees. Try falling in line and wait instead of taking the easy way out. If you notice somebody breaking the line, complain. If you notice somebody else's papers being placed on top of the pile, make a scene or report to the higher chain of command. If everybody will stop feeding the monster, corruption will die a natural death.

use your digital cameras and/or phones to record your transactions. do it in secret. do it blatantly. be your own media reporter.
