the best would be the one that fits your requirement:
- 3G?
- persistent storage size
- RAM size
- CPU speed
- connection options (bluetooth, IR, WLAN, USB, etc.)
- SIP (slide-out keyboard, transcriber, etc.)
- multimedia functions (camera, recorder, etc.)
- physical dimensions, weight, overall design
- battery capacity
- brand with acceptable customer support (O2, dopod, HTC, ASUS, BenQ, Samsung, Motorola, HP, etc.)
- model with most user support forum (xda-developers.com, ppcsg.net, airfagev.com, etc.)

sometimes, the names of the device are changed by the distributor that manufacture it, but it's the same thing. (i.e. O2 XDA II, a.k.a. HTC Himalaya, a.k.a. Qtek, etc.)
next study the evaluation from users on your top 3 devices.
For all pocket pcs, the most important aspect, is stability and speed. This is dictated by the ROM (OS version) and patches.
I am using dopod D810 (a.k.a. HTC Trinity, HTC P3600, etc.), and I'm using the WM6 Offical ROM from dopod NewZealand website. The ROM is not so fast, but it is stable. Stability is measured by the number of times, you get hang ups or errors while using your phone. Speed is measured by the response time of the device when operating it. You can not evaluate a ROM after installing it. You have to use it for at least 5 days and see its speed and stability. There are some ROMs that are only fast during the first installation. After a few days, the device crawls like a snail or worse suffer frequent hang ups.
