Lando caught PAG-ASA off guard and almost considered it as a typhoon. The wind speed reached 100 kph, and Signal 2 was raised in Cebu City around 4:30 pm and in Toledo City at around 6 pm. Signal 1 was raised in Consolacion and the rest of the northern towns and in Minglanilla and the rest of the southern towns. Lando headed for Ilo-ilo after 6 pm.

Why was there no alarm? Because Lando immediately picked up speed so fast from tropical depression, to low pressure, and to storm.

Low pressure -- Up to 20 kph
Tropical depression -- 21 to 63 kph
Storm -- 64 to 109 kph
Typhoon -- 110 kph and above

According to PAG-ASA, Lando was a low pressure entering Maasin, Leyte but immediately became a tropical depression after leaving Bohol. when it reached Cebu City, it became a storm with a wind of 100 kph. Lando also moved so fast that he hit Cebu at around 4:30 pm when PAG-ASA expected him at around 6 pm, thus the very late warning.

According to Oscar Tabada, chief of PAG-ASA Mactan, PAG-ASA is not 100% accurate because wind change after hitting lands. “We are only a warning agency. We estimate the speed of the wind and inform the public about it,” Tabada said.
