If di ka ganahan sa Meraki because it's subscription-based sir, pero gusto gyapon ka high-end nga wireless distribution, consider Aruba (clustered setup lang kay walay license) or Cambium Networks. Both brands kay naay cloud management same sa Meraki pero imong subscription kay para lang sa cloud management, dili for the devices themselves. So if di ka ganahan mag cloud manage, ayaw lang subscribe and pwede na namo magamit ang devices via on-premise management. Si Meraki man gud kay wala gyud kay option, bayad gyud ka subscription.
As for GPON, same ra na sa Fiber to the Home boss (FTTH). Kanang FTTH kay term ra na sa deployment. Pwede sya FTTH, FTTB, FTTN ug uban pa, to define the distance of the fiber run. Pero kana tanang terms kay under ra na sila sa PON or AON. And yes, taud2x na gibuhat sa mga telco. Specially kung new properties nya magpa exclusive ug telco, si PLDT or Globe mismo ang mopadagan sa FTTx within the building (for a fee of course).

Actually as of now I'm currently setting up Aruba/HPE network switches. But for Controlled AP, I already tested Aruba, Cambium and Ruckus. But I choose different brand because of it's features. The only thing I like about this brand is its caching on the AP and Controller and some Marketing features that can be used by Marketing team. But this brand is still under observation. Upon testing and evaluation, pasar man para naku. Mag depende nalang ni sa full blast implementation.

I'm still gathering information regarding it para ma figure out man lang naku unsaon pag implement. hehe.. Although naay daghan resources online, peru dli dayun ma sync sa akong utok. hehehe.. Policy together with Procedure..
It actually depends boss kung unsa nga Policy imong buhaton. Naay daghan IT Policies and Procedure online. Pwede ra ka maka kuha idea from there unsaon nimu pag buhat sa imong policy.
Ang question diha is kung naa ba Existing PnP inyong company. If naa, check with their existing PnP kung ang imong buhatong PnP, naa ba didto sa ilang existing. If ever naa, imo lang tong i.revise base sa existing ninyo nga Operation sa Company. If wala, buhat jud kag bagong Policy base gihapon sa Operation sa Company.
