I don't know how deep his inter government intelligence and the logic going to China, but I'm still holding him to his words because he usually does straight talks, when he said that China helps in building without predisposition. This might have truth to it but I'm leaving this with the hind-thought that.
For sure China has ulterior motives on this.
For Philippines not to pursue and keep bugging them in expanding their territory for resources, they will help Philippines in building it's internal infrastructures.
When the time comes that the Philippines has enough that it can stand on it's own and wants to expand outwards thus pursue ownership of the West Philippine Sea. China will on the other hand will say stop for a while. You have this so and so debt, I'm holding you Philippines to keep your end of the bargain. This would probably cause conflict if not treaded smartly.
However, the smart thing to do would be to talk about it and share resources. China would say I'll keep the parameters secure because I already have installed this much weapons, while we mine together.
China has no other way because it knows that it cannot win international favor as their is already the Hague Ruling. What it can do is talk about sharing.
I don't think it will go to war but that's another matter for some other time.
