If done more enough he should be excommunicated rather than transferred.
Just like the child molesters and gay practices were being put under the rug in the vatican.
There has been an investigation for these matters internally but I don't know why it was so inconclusive.
There was really no revolutionary reform. There was some 1 priest convicted for money corruption in the vatican but it bareley scratched the surface. Its more of a PR move than a real major reform.
