    Federalism addresses how status quo political power is exercised. It decentralizes power from the center in favor of the peripheries.

    This is well and good, except it only creates and entrenches other sets of competing power centers held by the bourgeois principalia. It does not hand over the power to the people, but to the local elite.

    Our problem is not about the physical location of the center of power, but the identity of the people holding power. What are their class interests? Will they work for their own personal or class interest? How do we translate organization into action as a viable political interest bloc that can exert pressure to the status quo to grant it critical toehold to establish itself even further?

    To add, and to give emphasis, federalism works under the premise that the distribution of political power as it is, among the socio-political classes, is OK. We already know that it is not.

    The solution then is not federalism, which is largely a political reform, but a deeper, social, political, and economic reform by addressing the root cause of inequality: landlessness, low wage, foreign capital captive economy brought about by imperialism, bureaucrat capitalism, and feudalism.

    We should be wary with some federalism proposals like from Aquilino Pimentel where he prescribe for a full federal system of government like in the United States. Many proponents of full federalism haven't understood the genesis of their model countries like the United States and how they became a federation of states in the first place. Our country has been a unitary state since Spanish era and most of government functions for the provinces as of this moment, need approval from the central government in Manila and would not be that easy to devolve these functions to provinces/regions right away. We should gradually devolve first some government functions over time and wait when will full federal system of government be in place.

    The intricacy of the system inherent within federalism needs a breakdown and simplification so that it can be easily understood and digested. Then let the people decide as per democratic mandate that govern us presently. We could not deny that tribalism and regionalism existing within the periphery of the Filipino civilization do fail the cohesive requirements of the present unitary form of government. The main objective which is to support each other is somewhat non existent and instead the prevalence of local pride do promote favoritism, partisanship, and discrimination. In reality we are a fragmented nation divided with ideals both politically and intrinsically borne from religion, culture, and traditions.

    We could discern the fact that their is a Muslim uprising in Mindanao existing and flourishing by decades, clamor for autonomy in the mountain province, and the malcontent of the south against the treatment and arrogance of the dominant north. The disarray is further aggravated with the loss of confidence against the presidential government because of corruption and the failure to accost them for in the first place it requires a unified effort which is as already mentioned very daunting, not to mention the expanse that should be covered to realize such a movement .

    It appears that because of the aberration that we do have somehow because of contrariety we could not achieve something like progress, because we could not do it together as a ergo of the already mentioned factors. In view of this predicament I think it is already ripe enough to introduce and embrace federalism. Let each sector with it's unique traits create it's own group and let the group contribute for the common good of everyone and including themselves as a part of the entire. I think this will promote harmony and more productivity and even could alleviate or abolish corruption, for if their is unity among the populace they could set a common goal without hindrance and could easily unify to unseat an erring leader if the need arises, the key factor is always unity.

    If ever federalism is favored upon, I could suggest the cooperative form, where the different harmonized group could still contribute and act as a unified body of being Filipinos for their beloved Philippines.

    Cooperative Federalism

    Cooperative Federalism was the belief of all the levels of government working together cooperatively to achieve and solve common problems. This type of federalism was most popular in the 1930’s, following the Great Depression, and lasted up until the 1970’s. In this time period, miscommunication or power struggles between state and national government could not be afforded during the nation’s time of need. The nation needed the government to take control of the situation and fix the present problems, such as the economy. Government funded programs were implemented nationwide to attempt to fix the nation, such as the WPA and REA. As the central government needed a unified plan of action for all of America, certain boundaries that had typically been reserved for the states in the past had to be crossed. Because of this, the distinction between federal and state powers became less defined, resulting in what is known as “marble cake federalism”.
