Anyhoo, if the father refuses to provide the necessary help, specially for the welfare of the baby, ma consider na ug violence against women. With the mother being ill, the baby will be at critical risk.

I think all you need to ask for help is from the government, especially in this case since she is affected with a very known viral churva.
Would be great if you can report this to DOH or any health related government agencies.

What if the Man is already married to a different woman?, there was not a clear answer but it was firmed that the man will have to support the Child and not the mother unless they are married... though under RA 9262 they did include that Girlfriend... duka2x sad raba ko ato nga seminar...
though cant confirm if this can stand on court, better ask a lawyer for this particular...
