    EO .. Executive Order.. Wala labot ang Congress ani ha.. basin naa na pud mag ask ngano walay apil si Congressman ug si Senator.

    Gusto mo transparency pwede ninyo i ask ang Freedom of Information Law ug Anti-Dynasty Bill. .. didto sa EDSA mag revolution.

    For now FOI in such a fashion doesn't have a teeth,
    Mayors and Governors will get their funding from a source which are not covered yet with FOI.

    He said Tuesday that “there are certain items there that are not, you know, cannot be revealed because of confidentiality.”

    Asked whether the exceptions go against the essence of FOI, which was supposed to be a transparency measure, Abella replied the details are still being worked out.

    “I’m not sure if it (list of exceptions) will be trimmed down but it will be further clarified,” he added.

    Exception No. 152 deals with the non-disclosure of Statements of Assets, Liabilities and Net Worth, or SALNs, for “any purpose contrary to morals or public policy” or “any commercial purpose other than by news and communications media for dissemination to the general public.”

    Public officials and government employees are required by law to declare their assets through the SALNs.

    The exception is based on a provision of the Code of Conduct and Ethical Standards for Public Officials and Employees.

    All government workers, except those who serve in an honorary capacity, laborers and casual or temporary workers, are required to file their SALN every year. Failure to submit the document could warrant a suspension or dismissal from the service.

    In an earlier interview, Presidential Communications Secretary Martin Andanar assured the public that the spirit of the EO on FOI would remain despite the proposed exceptions.

    “While it provides for exceptions, these would still pass through the DOJ (Department of Justice) and the deputy executive secretary for legislative affairs,” he told reporters Monday.

    Andanar said the draft implementing rules is being studied thoroughly so the final output would be acceptable to everyone.
    He said the implementing rules of the EO on FOI may be completed by November

    Exceptions:
    - directly relates to national security and internal or external defense of the state;
    - pertains to foreign affairs which could affect ongoing bilateral or multilateral negotiations;
    - are classified law enforcement matters;
    - and are investigations or proceedings conducted by public authorities.
    - information that would put the life and safety of an individual in imminent danger;
    - medical records of Filipinos;
    - Secrecy of Bank Deposits, including those of foreign currency (R.A. 1405);
    - and information considered as privileged communications in legal proceedings by law or by the rules of court.

    and to add part of the article that is not highlighted "The exception is based on a provision of the Code of Conduct and Ethical Standards for Public Officials and Employees. or R.A. 6713"

    FOI "will not supersede existing laws, regulation or jurisprudence", it will however instruct implementing and concern dept or agency to lax the existing requisites in requesting information. There will always certain information that is dictated by our Consitution deem confidential and not for public consumption.

    Though i express concern regarding not reporting congressional funds... this is where $hit happens... however if such congressional funds falls on exceptions... then wala tay mabuhat... unless we repel the law that made it exempted.


    To whom it may concern, that if we are to comment on an article/editorial or blog atleast we try to be non-partial and highlight all important details and not being selective. Otherwise its called double standard or sensationalize commentary.

    if they are fanatics, then i dont give a damn... but if they are logical and not a blind fanatics then i dont worry about that since this people are capable to make a right decisions.. majority of filipinos are just plain fanatics and blind supporter... it goes both sides not just du30.... this type of people are toxic.... i have no problem with socialism... but this people are too stupid to understood what socialism realy is...
