I don't think you can buy TF2 on retail stores like Datablitz. If you want TF2 only, you need to buy it through steam.

As Wan_Eye said, the only way you can purchase TF2 as a stand-alone game is via Steam. If you want to get via normal retail, then you'll have to settle with the Orange Box.
