i don't think its a prerogative of he president. as far as i know alliance are binding. there is a signed document for that which is the Enhanced Defense Cooperation Agreement. only the congress and senate can revoke(if this is the correct term) this, not the president.

duterte has always reiterated to uphold the alliance.

No pact can bind sovereigns against their will sir. You cannot compel a state to do something it does not want to do.
