I vote for Surface to Air (defense) or Surface to surface (attack) missiles that can reach China.
Less risk, less cost plus deterrence.

you mean nuclear deterrence? SAM and ASM would be the cheapest way to go!

Going nuclear might be a tall order. I don't know.
But having the capability to deliver even conventional payloads would be a huge step.

And yes, way less cost compared to maintaining a fighter squadron or sea defense fleet.
However stealth submarines that can deliver the missles would be next on the list.
