The dumper had plenty of time to prepared and when dumper dumps dumpee it means he/she was ready with defence shield up, not to mention the dumpee has to suffer from damaged ego on top of a broken heart.

I would say defintely the dumpee. the dumper is has thought this through, they know it's coming, and they are somewhat over you or not that into you to do it in the first place.
the dumpee on the other hand can often be blind sighted by this information because they are still in love and not ready for things to end yet. they are still questioning if things could have been different, they are the ones that will have to seek closure from the other person's actions. unless they hurt the other person (i.e cheating, causing the other person to dump them)

it is NOT simply damaged ego on top of a broken heart

but

destroyed beyond resurrection

broken spirit

pain that never ends

eternal hurts
