As for number 2, no need to have an agency you can do it on your own, all the requirements
are in canada website(Citizenship and Immigration Canada | Citoyenneté et Immigration Canada) If money is not an issue for you then you can go for an agency.

My partner applied in Montreal Canada as QSW 2 years ago, since she is a accounting & nursing graduate while me as an Engr. One company in Cebu made a preliminary assessment if we are qualified to apply as an immigrant together with the kids. . . Based on the assessment over our qualification they told us that our points are more than enough to apply. So we decided to pursue it we pay the Agency around 70K( I forgot the exact amount) and lodge our papers on July 2013. . . we received a confirmation from them (Canada) that they received our application, they send us email for additional supporting documents which we provided and a lot more ..

But unfortunately the answer of our application say's that we were not able to reach the required points , based on the documents that has been given .. We are really disappointed because in the 1st place we are not going to apply if the 1st assessment made by the agency told us that we are not qualified. . . .

I Think we spent almost or more than 300k pesos not included the efforts and other things. .. To those who wants to migrate and being Assess by these agencies make it sure that they are honest and a transparent one..

Very sad story. Maybe the agency used an outdated assessment form/criteria.

This is the reason why it's best to just do this yourself through canada's official immigration site: Citizenship and Immigration Canada

Especially these days where Express Entry program is more streamlined somewhat similar to Australia already. Anybody can just have himself assessed using the site and open an EE account.

If you have enough points, you get to be invited to apply.
