When you keep enrolling a lot of non-contributors as members of PhilHealth because you want to be seen as "pro-poor", you doom that institution to bankruptcy. Are there enough hard-working contributors to support the number of non-contributors? What's the adjective again for situation where one guy pays for the same benefit which the other guy doesn't pay for? It's the political incorrect word called "unfair".

But wait a minute. Bankrupt? PhilHealth's a government institution. Can't the government step in and save it?
