MANILA - The latest annual audit report of the Commission on Audit (COA) has declared that the Armed Forces of the Philippines' (AFP) procurement of various weapons and equipment upgrade totaling P24.883 billion violated provisions of Republic Act No. 9184 or the Government Procurement Reform Act when it resorted to alternative modes of procurement.

..majority of the equipment and vehicles did not go through public bidding, and were instead procured through Negotiated Procurement.
