This method is the "Carrot and stick".... Bisan kinsa siguro tagaan ka ug sweldo sa una nga 10-15k ra unya 2-4 imong mga anak, ma tintal jud ka ug pangurakot... lenient / shut eye pod ang ubang government official kay kabalo sila nga gamay jud ang sweldo mao mosugot nalang ug ginagmay nga sideline.

Pero karon nga padak-an na ang sweldo, it might not really stop corruption directly pero for those with conscience this can held them back from stealing government funds and asking bribes.

Staggard lang ni siya until 2019. So ang full amount adto na ana nga time for each salary grade.
