IMO, hinay lang gyud process diri pinas. from major banks, subsidiary nila and kato mga "minor" banks, i-endorse pa nila sa ilang main office. naa pasad lain clients ila i-handle. not all employees kahibaw sa process and may not be the authorized personnel to release docs mao di pd sila mag tuga2x, hehe. unless explicit gingon mangayo under the table to expedite ang processing, alarming na gyud na. in your case, na "expedite" lang kay na threaten siguro maabot sa media or ma kasohan, hehe... so gi prioritize na.

As of this writing, i received last night text from my Mom in-law nako nga "humana ang loan payout process". The check was handed over to the bank by pag-ibig and the new title was given to them. We gave out our check as well...FINALLY, It's done!
