    TOURISM


    Sen. Bongbong Marcos strongly believes in tourism as an instrument for economic growth.
    One of his achievements as Governor of Ilocos Norte was making the province a major tourist destination not only for local but also for international tourists. This was achieved through infrastructure development as well as constant marketing, with then-Governor Marcos personally making visits to China, where he forged a Sisterhood Agreement with Shandong Province specifically to increase the number of Chinese tourists to Ilocos Norte.
    He believes that increased public spending and strategic investments in tourism development and promotion will result in long-term benefits, especially in terms of job generation and increased income for local governments.
    The windmills of Bangui, for instance, built under Marcos’s leadership, are now regarded as a tourist attraction, aside from being an alternative source of energy.
    Believing that infrastructure development is integral to tourism development, Senator Marcos has filed Senate Bill No. 3201, “An Act Creating the Laoag International Port Authority”. This bill recognizes that the Laoag International Airport is the only international airport in Northern Luzon and therefore vests the Port Authority with sufficient powers to accelerate its development into a world-class facility. It hopes to encourage direct flights to Laoag, resulting in an increased number of visitors from China, Taiwan, Japan and South Korea.




    COOPERATIVES


    Sen. Bongbong Marcos believes in the ability of cooperatives to fuel the growth of entrepreneurs.
    Believing that the potential benefits that can be gained from cooperatives remain untapped, he filed Senate Bill No. 3245, “Cooperative Development Authority Charter Act”.
    The bill aims to streamline the Cooperative Development Authority so that it may better address the problems of cooperatives and provide them more adequate funding, assistance and supervision.
    Around 10 Million Filipinos or roughly 10% of the population are members of cooperatives yet coops have remained in the micro scale, failing to mature into large scale enterprises.
    As an active and passionate Vice Chairman of the Committee on Cooperatives, Senator Marcos hopes to change this and develop a culture of entrepreneurship among Filipinos.

    LOCAL GOVERNMENT


    Senator Bongbong Marcos is presently the Chairman of the Senate Committee on Local Government.
    With his extensive and successful experience in local government leadership, having been Governor of Ilocos Norte for a total of four terms (1983 to 1986, 1998 to 2001, 2001 to 2004 and 2004 to 2007), Marcos now seeks opportunities that would continually help empower LGUs nationwide. He believes that an empowered local government translates to an empowered nation.
    Retirement Fund for Barangay Officials
    Senate Bill No. 12. Retirement Benefit for Barangay Officials and Workers Act of 2013.
    This bill mandates the creation of a Retirement Fund for barangay officials and workers that would allow them a retirement benefit of P50,000 to P100,000 depending on their position.
    SK Reform
    Senate Bill No. 1186. Act to Postpone the Sangguniang Kabataan Elections on October 28, 2013.
    Recognizing the reality that the Sangguniang Kabataan under the present structure has lost its effectiveness in advancing the democratic ideals of service-oriented youth leadership, Marcos filed this bill to cancel the Sangguniang Kabataan elections of 2013. This bill was signed into law in the same month. The Commission on Elections can now set the date for the SK elections within the period from October 28, 2014 and February 23, 2015. This will allow Congress time to reform the youth council.
    National Wealth
    Marcos has also initiated deliberations on various Senate and House Bills that seek the direct remittance to the host local government unit of its forty percent (40%) share of the gross collection derived by the national government from national wealth taxes.
    He believes in the Constitutional principle that local government units deserve their “equitable share in the proceeds of the utilization and development of the national wealth within their jurisdiction” and therefore has taken steps to remedy the problem of slow or zero remittance of the economic benefits from mining to local government units.
    Jobs
    Senate Bill 1862. An Act Establishing the Inter-agency Council for the Creation of Jobs.
    This bill seeks to establish an inter-agency council for employment generation but specifically calls for the utilization of LGUs in this objective. LGUs are to map out business opportunities in their respective localities, relay these to the inter-agency council, which would in turn advise investors. This way, employment opportunities are brought into the town, city or province, instead of residents having to leave their families to seek employment opportunities in other provinces or abroad.







    OFWS


    Sen. Bongbong Marcos believes that it is Philippine government’s duty and responsibility to protect Overseas Foreign Workers (OFWs). Beyond expressing support for OFWs, he has initiated legislative measures to safeguard their rights and welfare.
    Upon hearing reports of retaliation by Taiwanese citizens against OFWs following strained relations between the Philippine Government and Taiwan over the deportation of Taiwan nationals in 2011, Marcos immediately filed Senate Resolution No. 379 which directs the Senate Committee on Foreign Relations to look into the remedial measures taken by the Department of Foreign Affairs (DFA) in protecting the welfare and interests of Overseas Filipino Workers (OFWs) in Taiwan.
    Marcos also immediately called on the government to work overtime and process within 2 months the correction of the status of remaining overseas Filipino workers in Saudi Arabia who are either undocumented or possess incomplete working requirements, following reports that the government of Saudi Arabia had given illegal migrant workers until March 1, 2014 to complete their working papers or their stay in Saudi Arabia would be considered illegal.
    He is presently formulating a measure that will channel a portion of the Overseas Workers Welfare Administration (OWWA) fund to assist OFWs in distress, hire more lawyers to assist OFWs who have been jailed for various alleged offenses, and repatriate victims of maltreatment and illegal recruiters.




    ENERGY


    Sen. Bongbong Marcos is committed to pursuing his vision of ensuring that the Philippines has an adequate supply of energy, as well as his mission of providing cheap and reliable energy for the masses.
    As Governor of Ilocos Norte in the 1990s, Marcos relentlessly sought a suitable solution to the power outages and poor quality of electricity that plagued his province. This led to the construction of the Bangui Wind Farm, the first power-generating windmill farm in Southeast Asia.
    The Bangui Wind Farm not only bolstered the province’s supply of electricity and spurred business activities and investments but also became a showcase for viable clean, and renewable energy source. Running along a 9-kilometer length of windswept beach in Bangui, the imposing line of 70-meters tall wind turbines, each equipped with three 41-meter blade, has also become a favorite tourist attraction, thereby bringing additional benefits to the province and its people.
    Marcos continues his quest to fulfill his vision for energy sufficiency. He has filed Senate Bill No. 2593 for the creation of a hydrogen research and development center in the country that will study the use of hydrogen as an alternative source of fuel energy
    Senator Marcos also advocates and supports a policy towards increased government investment in infrastructures that would ensure energy sufficiency as well as lower power and fuel costs, taking into account the equally-important aspect of protecting our environment.
