That was SB 1186 which was Signed into Law as RA 10632 on October 3, 2013.

It is the "POSTPONEMENT OF THE SANGGUNIANG KABATAAN ELECTIONS".

But I would disagree with you on giving credit for the pending bills.
What is the difference between making a bill (but not approved) and doing nothing in a regular citizen's life?
