Martial Law existed only for about 9 years from 1972-1981. The enforcement of Martial Law was enshrined in the 1935 constitution, therefore it is a constitutional act to declare it. Congress and the Supreme Court allowed it if my memory serves me right. Martial Law is an "inanimate object," - it does not and cannot kill or torture anybody. Those who may have been killed or tortured were victims of those who abused the enforcement of the policy. Marcos was never convicted of any personal criminal offense like murder or torture in relation to the atrocities during the 9 years of ML. Marcos was in power from 1965 to 1986.
