in an overly simplified description silay nag-k0ntrol sa mga Highways and Seaports/Airports (in terms of information). Sa usa ka forum ako nabasahan according sa usa ni-claim ug engineer working in PACNET, PLDT kuno intentionally disrupts routing of internet traffic going inside/outside PH. Mao ni ka powerful and PLDT that it has the capacity to act as the country's 'fake internet backbone' plus this known fact (pwd ni ma-google) that PLDT refuses "Domestic Peering" with local telcos/ISPs.
what PACNET can do to is to offer an alternative to PLDT's hegemony and control by helping other Telco players here in PH improve their services in terms of bandwidth capacity kay Regional (Asia-Pacific, Japan), Higher Tier provider man sila as opposed to PLDT which is countrywide lang. Meaning local ISPs lease bandwidth sa ilaha kay sila man ang ga-serve as a major internet backbone for Asia-Pacific with their existing infrastructure of undersea Fiber Optic cables. I think PLDT right now refuses to use PACNET's infra instead it routes their PH Domestic traffic sa ilaha internet exchange in HK and SG.
I don't know sad kung unsa ni ang status sa ato na currently existing Philippine Internet Exchange (PhIX). I think if Pacnet/Telstra wants to target PH as a market/revenue stream they should start from this point. Dili man sad basta2 kasud sila sa local ISP scene, that's why it can only partner. How I wish managhan pud ug local Telco players....hehehe. Not just this San Miguel ?
