From Sec. 13 of Senate Bill No. 2581, "All concerned government agencies and private firms and organizations employing professionals shall include the CPD as part of their human resource development plan and program, and allocate the necessary funding requirement for the attendance of their professionals in the CPD Programs.
In the current employee's perspective, that's great news, since the employer will shoulder the expenses for CPD programs in order to "enhance and upgrade the competencies and qualifications" of their stakeholders but up to what extent still depends on how the bill defines "necessary funding requirement".
This also means additional overhead cost for the company which might affect employment opportunities for fresh grads since more investment will be required for them compared to experienced employees. Big multi-national companies,* e.g. Fortune 500 companies, might be able to handle this, but how about our local companies? Again, this will impact employment opportunities and even our take-home pay and allowances.
The graduate schools and the "CPD Providers" will be at great advantage for this equivalents to additional income for their "business". I bet they are the main supporters of the said bill.
