Start with yourselves by not taking drugs. That's already a big help to the community. Reach out to people who are vulnerable to drug abuse like people with problems. Raise awareness among your peers about the ills of drug abuse. You don't have to be in the government to solve this problem.

1. A law that mandates that all students, employees private and public should pass the drug exam
2. All clinic for drug exam should be checked for sincerity and credibility including those being done for Driver licensing.
3. All running for elective office should pass the drug exams

In this case nobody will now use drugs or else they don't have their means of livelihood.
