    yes, if you have pointed your modem/router to assign a 'permanent' ip for ps4

    I mean, what you assign from the modem will be the ip of your ps4, when ps4 will be getting ip, your modem/router will provide the one that you have assigned it to, ex: 192.168.254.111, then ps4 will be stuck with that ip forever! [unless you remove the rule on the modem or change it]

    so after setting up the static ip and the virtual server, will it give me a better connection?

    better connection to what?

    the only thing those port forward is for your ps4 to have access to some functionalities to some games/features of it. however, it may or it may not improve connection.... for short, your connection is still as-is ^_^

    if improving my connection that is accessing more features than before, then its alright i'll test if its nat type 2 or 1
