    Default PUBLIC SERVICE ADVISORY: "pulis" nga pasanginlan kag nakabangga ug pabayron ka sa damage.

    Early morning (4:53 AM) of June 5, 2015, I was flagged down by a motorist driving a white Toyota Fortuner with plate number <CENSORED>. The motorist who identified himself as "Robert" said he is a policeman and claimed that he was on the way to work driving the same direction as me (Mandaue city to Cebu city) when I swerved to my left from the right-most lane and hit his car in Panagdait Street (F. Cabahug) between Alpa City Suites and the Gagfa building.

    I remember when passing that area a very slow taxi was occupying the left lane so I tried to pass it in the right since there was a curve ahead but had to change lanes to my left again since there was a parked jeepney blocking my way on the right lane and I admit I did not use my blinkers but I do not remember cutting off any vehicle, let alone see one on my left or my rear at that point so you could imagine my surprise when he confronted me. Please note that driving at that hour in that area feels like driving through a ghost town since it is not a major high way.

    When he confronted me, he showed me damage to his front right bumper which looked like a 1 square inch section of the bumper paint was deeply scratched off revealing the bumper plastic. I looked at the left side of my vehicle which he claimed was the part that hit his SUV and even the rear but I did not notice any damage or any indication that I had hit something – no scratches, no dents, no paint marks.

    If I had hit his vehicle, there should have been some form of damage considering how deep the scratch in his bumper was. I also did not recall the feeling of getting hit or hitting something while I drove. In fact, I did not notice his vehicle at all while driving until a few meters away from the area when he started honking and shining his high beam on me. Even though I showed him my car and invited him to look for any sign of the incident, he kept repeating that I hit him when I swerved. One other thing I noticed too is that a few inches behind the bumper where I supposedly hit him, there were small scratch marks which he mentioned was caused by his friend driving a motorcycle.

    We agreed to wait for CITOM (Cebu City Traffic Operations Management) operatives at first but after 15 minutes, he asked if I would compensate for the damage. I offered to give him my contact number so that he could have the repairs estimated and call me for compensation if the CITOM can prove I did hit his vehicle but he insisted that we just settle it there and then. I told him that the fender and bumper repair made on my vehicle that a young driver caused last month was P4,300 so something that small should be a lot less. He then suggested I compensate him P7000 to P8000 so we would not have to wait for CITOM. I did not budge and I insisted that we wait for CITOM so that they could make a decision. Eventually he gave up and left.

    I believe I may have been targeted for extortion but the attempt failed. I think the damage he says I caused and the scratches I saw near the damaged area are from the same incident before where he said his friend in a motorcycle bumped him(I don’t know if that was true or a lie). He just saw the opportunity to extort money from me but could not since there wasn’t any proof. There are also people who mentioned this modus was also used a few years ago in another area in Cebu by someone who also claimed to be police but this time, he was driving a Hilux pickup which was the newest model that time.

    Ako giadto ni sa Free star arcade ganina sa kilid sa subangdaku flyover pero wala may premier estates landholdings didto. wala sad koy makitan nga inana nga company diri sa cebu sa internet. Kung kabantay gani mo ani nga sakyanan or nakaagi na mo ani nga modus, please feel free to share your experience.

    PS: Ako sa gicensor ang plate number for now para likay problema pero kung matrace na ni nako tawhana ug maprove nga di jud ni pulis ug giattempt jud kog binuang niya, ako ireveal.

    yep...plain modus...and if he's not in uniform, why would you "introduce" yourself as a policeman?

    Nakahinumdom man pud ko sa modus ini sa una maorag magpaligis sa tiil para bayran, maayo unta ug ma-timingan na sila ug pulis nga tinuod ug aburido pud ug utok, tagam gyud na, kitang yano nga motorista dili lang gyud padala dayon sa istorya, sakto gyud manawag ug traffic enforcer o HPG ba hinoon.
