Jacobs just opened an office in Makati. That might pave the way for another one in Cebu but considering that the office in Makati is just newly established, It might take some time.

Well, generally speaking, we can't deny that the manpower pool in Manila is more "mature" compared to those in Cebu. So I guess it's more feasible for them to start in Manila first, then Cebu afterwards. It could take years though but who knows.
